The longstanding mandatory hardware billing system many of you know as “MEV”, will soon be making way for a new and improved version – the WEB-SRM. Launching in the fall of 2023, this mandatory transition targets bars, restaurants, food trucks and catering businesses.

What’s the WEB-SRM?
The WEB-SRM is essentially a cloud solution that takes our familiar “MEV” or SRM (Sales Recording Module) into the digital age. The new system will collect transaction data from your certified sales recording system (SRS), validate and securely store this data before forwarding it onwards.

What you need to know
While opting out of WEB-SRM isn’t an option, there are several key benefits to it. Here’s what you need to know for now:
The switch to WEB-SRM will be mandatory for all restaurant establishments in Quebec, including bars, restaurants, and catering businesses.
The existing MEV hardware, which currently costs $2500, will be obsolete. You will no longer need to keep or maintain this piece of hardware, or buy it in the first place.
The existing hardware will be obsolete as of May 2025 and still be used until then but not sold anymore.
Once the new WEB-SRM system is in place, you will still be required to provide your customers with a bill after every transaction. However, with the new system, you have the flexibility to provide either an electronic or paper bill, provided that it’s produced using a certified SRS.
This flexibility is just one example of how the WEB-SRM is designed to streamline processes while maintaining mandatory billing practices.
Not only does this new system address the obsolescence of the current SRM, but it also aims to reduce bureaucratic hurdles for operators. So, your receipt printer will continue to be a crucial component, but it needs to be compatible with your updated SRS.
When will I need to adopt WEB-SRM?
To ensure the solution works effectively and aligns with the restaurant sector’s operating practices and work environments, a pilot project will be carried out in the summer of 2023. This means you don’t need to make the transition for another few months, but it’s important to be aware of this upcoming mandate.
The Revenu Québec website will be updated with all the information you need regarding WEB-SRM. You can check the site periodically for new information. The government will also be reaching out to restaurateurs to help with the transition and provide more information.

Software and hardware interfaces are being developed to translate their conventional outputs to meet the requirements of WEB-MEV.
